How to Build a House in Florida: A Step-by-Step Guide for First-Time Owner-Builders
Introduction:
Building your own home in Southwest Florida is one of the most rewarding things a family can do, but if you have never done it before, the process can feel overwhelming. Where do you start? How long does it take? What does it actually cost?
At Palm Breeze Builders, we work with first-time owner-builders every single day. We have guided families through every step of the process, from that very first conversation all the way to handing over the keys. And we want to do the same for you.
This guide breaks down exactly how to build a house in Florida, step by step, in plain language. No jargon. No confusion. Just a clear roadmap so you can move forward with confidence.

Step 1: Start With a Free Consultation
Before you do anything else — before you buy land, before you pick a floor plan, before you talk to anyone — start with a conversation.
A free consultation with Palm Breeze Builders gives you:

Step 2: Choose Your Floor Plan
Once you have a clear understanding of the process, the next step is choosing your floor plan. This is one of the most exciting parts of building, but it is also one of the most important decisions you will make.
Your floor plan determines:
The overall size and layout of your home
How many bedrooms and bathrooms do you have
How the home sits on your lot
Your overall construction cost
At Palm Breeze Builders, we offer our Signature Series— a collection of thoughtfully designed floor plans built specifically for Southwest Florida families. Each plan is designed to maximize space, natural light, and livability while keeping costs realistic.
Things to think about when choosing your floor plan:
How long will I reside in this home, and what will those years look like?
Will this floor plan be able to house my growing family?
As I age, will I be able to maneuver around safely?
How important is outdoor living space?
Can I imagine the everyday flow throughout the home?
Would I rather have less square footage in more luxury, or should I stretch my dollar with every square foot?

Step 3: Find and Buy Your Land
You cannot build a home without land — and in Southwest Florida, not all land is created equal. Buying the right lot is one of the most critical decisions in your entire build.
Before you make an offer on any piece of land, make sure you check:
Buildability: Can a single-family home actually be built on this lot? Check zoning, setbacks, easements, and minimum lot sizes.
Flood Zone: Florida has strict flood zone requirements. A lot in a high-risk flood zone can significantly increase your construction costs through elevated foundation requirements, flood insurance, and elevation certificates.
Utilities: Is the lot connected to water and sewer? Or will you need a septic system and a well? In areas like Cape Coral, there may be utility assessments and unpaid balances that transfer to the new owner.
Wetlands: Florida has extensive wetland regulations. A lot that looks buildable may have wetlands that restrict where you can place your home, driveway, or septic system.
Soil and Site Prep: Some lots require significant clearing, filling, or grading before construction can begin — all of which add to your budget.
Pro Tip: When you book a consultation, we will give you our free Southwest Florida Land Buying Guide for a complete pre-offer checklist, red flags to watch for, and questions to ask before you close on any lot.
Step 4: Secure Your Financing
Unless you are paying cash, you will need financing before construction begins. Building a home is financed differently than buying an existing home — most people use a construction loan that converts to a traditional mortgage once the home is complete.
Here is what you need to know about construction financing in Florida:
Construction-to-permanent loans are the most common option. You borrow money to build, and when construction is done, the loan converts to a standard mortgage.
Owner-builder loans are available but may have stricter requirements. Some lenders require you to work with a licensed general contractor.
Land equity can sometimes be used as part of your down payment if you already own the lot.
Work with a lender who has experience with new construction in Florida; they will understand the draw schedule, inspections, and timeline in a way that a standard mortgage lender may not.
Step 5: Upload Your Documents
Once you are ready to move forward with Palm Breeze Builders, we will need two key documents from you before we can begin the planning process:
Boundary Survey— A current survey of your lot showing the exact boundaries, easements, and dimensions.
Proof of Ownership— Documentation confirming you own or are under contract to purchase the land.
These documents allow us to begin the site planning process, check for any issues that could affect your build, and move you into the planning phase.
Step 6: The Planning Phase
The planning phase is where your home starts to take shape on paper. This is one of the most important phases of your build — and at Palm Breeze Builders, it is where we spend the most time making sure every detail is right.
During the planning phase, you will:
Work through our Phase 1 — Planning Course in your client portal
Review your simplified floor plan and site plan- customized for you to print, draw and create notes on
Attend your first Collaboration Meeting with our team
Start your budget and material selections based on the checklist and research you have worked through in the Planning Course
Review your foundation planning checklist
Your client portal has an event planner that allows you to attend live meetings to discuss, share questions, and get inspired by others, all before you're ready for your first Collaboration.
Your 1st Collaboration Meeting is a 2-3 hour session where we go through the foundational details of your build, from the foundation to the roofline. Our planning course will prepare you with questions, ideas, and a clear sense of your priorities.
Step 7: Permitting
Palm Breeze Builders, Inc. provides all permitting services for clients so they can focus on the details that make the house their home. The permitting process is one of the most misunderstood steps in building a home in Florida, but it does not have to be intimidating. Permits exist to protect you and ensure your home is built safely and to code.
Between the 1st and 2nd Collaboration, clients are able to attend planning and permitting meetings through the client portal to clear up any questions and discuss changes along the way. Clients will finalize all documents and decisions at the 2nd Collaboration before we submit for permitting.
In Lee County and surrounding areas, you will typically need:
Building permit application— Required for all new residential construction
Sewer application— Either septic or centralize sewer, proof that you have applied needed
Potable water connection- Either a well affidavit or proof of application for city-supplied water through the water company
Site Plan- This covers the four lot corners, location of road bordering lot, driveway, setbacks, easements, location of existing and proposed building, and foundation
Drainage Plan- Showing water run off, elevation of existing and proposed soil, elevation of finished floor of home, placement of potable water and sewer, swell,
Notice of Commencement— This is a public record that construction at your site will be conducted by recording through your local clerk of courts' office.
Engineered construction plan— This is the instruction manual for construction and is reviewed by either private or local permitting plan reviewers.
Product approvals— Approval numbers required for any products as described in F.A.C. 61G20-3.001. To assist with product Approval numbers, visit www.floridabuilding.org.
Energy Calculations: An energy calculation (also called a Manual J load calculation) is used to determine the heating and cooling requirements of a home.
FEMA Elevation Certificate— Required for homes in Special Flood Hazard Areas
Owner-Builder Disclosure Statement- If you are not a licensed contractor, the state of Florida allows land owners to act as their own contractor. This is filled out by the owner and states they understand Florida Statute 489.103.https://www.flsenate.gov/laws/statutes/2011/489.103
The permitting timeline in Southwest Florida typically ranges from 4 to 12 weeks, depending on the county, the complexity of your plans, and the current workload of the permitting office.
At Palm Breeze Builders, we guide you through the entire permitting process — preparing your permit application, submitting your plans, responding to any requests from the county, and keeping you updated every step of the way.

7: Site Preparation
Before a single wall goes up, your lot needs to be prepared for construction. Site preparation typically includes:
Land clearing— Removing trees, brush, and debris from the building area
Grading— Leveling and shaping the land to ensure proper drainage
Fill— Adding fill dirt to bring the lot up to the required elevation
Utility connections— Running water, sewer, electric, and other utilities to the building site
Driveway and temporary culvert— Installing the driveway access and any required culverts
PermitBoard- Must contain site address, permit number, acting contractor, and type of construction on permit board, and 1 set of the most updated approved plans, energy calculations, Inspection list, Product approvals, and truss engineering and layout
Dumpster- Dumpster on site for any construction waste to be properly disposed of
Portable toilet- OSHA regulations require that workers have access to sanitary facilities on any active construction site. This is a federal requirement that applies regardless of local codes.https://www.flsenate.gov/laws/statutes/2011/489.103
Site prep costs can vary significantly depending on the condition of your lot. A wooded, low-lying lot in Lee County will require more prep work than a cleared, elevated lot in a developed subdivision.
Through Palm Breeze Builders, Inc. ClientPortal, there is step by stepinstruction forsite prep understanding.
Step 9: Construction
Once your permits are approved, construction can begin. This is the phase most people picture when they think about building a home — and it is incredibly exciting to watch your home rise from the ground up. Palm Breeze Builders, Inc Clientportal offers daily meetings for support throughout the construction phase and a video library of "How to" and building process.
A typical construction sequence for a single-family home in Florida looks like this:
Foundation— Slab, stem wall, or piling foundation, depending on your flood zone and design
Framing— The structural frame of your walls, floors, and roof
Roofing— Roof sheathing, underlayment, and final roofing material
Rough-in mechanicals— Electrical, plumbing, and HVAC installed inside the walls before drywall
Insulation— Wall and ceiling insulation installed and inspected
Drywall— Walls and ceilings drywalled, taped, and finished
Interior finishes— Flooring, cabinets, countertops, trim, doors, and paint
Exterior finishes— Stucco, siding, windows, and exterior doors
Final mechanicals— Fixtures, outlets, switches, HVAC equipment, and appliances installed
Final inspections— County inspections to verify all work meets code
Construction timelines vary, but most single-family homes in Southwest Florida are completed within 6 to 12 months from permit approval.
Step 10: Final Inspections and Certificate of Occupancy
Before you can move into your new home, it must pass a series of final inspections and receive a Certificate of Occupancy from the county. This document officially certifies that your home has been built to code and is safe to occupy.
Final inspections typically cover:
Structural integrity
Electrical systems
Plumbing systems
HVAC systems
Energy code compliance
Life safety systems (smoke detectors, etc.)
Once all inspections are passed and any punch list items are addressed, your Certificate of Occupancy is issued — and you get your keys!
